[SMM Hydrogen Energy Policy Express] Liuzhi Special District, Guizhou: Overall Plan for Territorial Space of Liuzhi Special District (2021-2035)

On July 16, the People's Government of Liuzhi Special District, Liupanshui City, Guizhou Province, issued the "Overall Plan for Territorial Space of Liuzhi Special District (2021-2035)".

The Plan states that, on the basis of consolidating the coal energy sector, it will leverage the advantages of the lithium battery, hydrogen energy, and coal chemical industries to become an important carrier of the "Southwest Guizhou - Liupanshui" new energy battery and material industry cluster, and an integral part of the province's coal chemical industry base, supporting Liupanshui City in building a national demonstration zone for industrial transformation and upgrading.

Liuzhi's leading industries are energy and coal chemicals, focusing on the development of six industrial chains: "coal-electricity, coal-electricity-lithium (fluorine, silicon), coal-coke-hydrogen, coal-electricity-chemicals, coal-electricity-materials, deep processing of agricultural specialty products, and traditional Chinese medicine industries". It will properly handle the relationship between energy security and ecological construction, promote low-carbon and green development in energy and mineral-rich areas, achieve ecological and intelligent development of the comprehensive energy industry, promote clean and efficient utilization of coal and the development of downstream recycling industries, adjust the energy structure, vigorously promote the development of comprehensive energy sources such as hydrogen energy, lithium batteries, PV, coalbed methane, geothermal energy, and waste-to-energy, and accelerate the creation of a full industry chain cluster with upstream and downstream linkages.

It will promote the adjustment of the energy consumption structure, and strive to build a modern energy resource system that is green, low-carbon, safe, and efficient. It will continue to transform the energy structure, increase the proportion of non-fossil energy consumption, and encourage the priority development of new energy industries such as lithium batteries, solar PV, wind energy, and hydrogen energy, taking into account the underlying resource conditions.

Liuzhi's leading industries are energy and coal chemicals, supporting the construction of industrial bases in Guizhou Province, enhancing the efficiency of industrial transformation and upgrading and regional competitiveness in Liuzhi, promoting the development of industries such as coal, coal chemicals, hydrogen energy, lithium battery new energy power batteries and materials, following a path of green and low-carbon development, and building a modern industrial system led by leading industries and supported by emerging industries and modern service industries.

It will focus on the "six industrial chains" to build a new advantageous industrial development system. Focusing on the six industrial chains of "coal-electricity, coal-electricity-lithium (fluorine, silicon), coal-coke-hydrogen, coal-electricity-chemicals, coal-electricity-materials, deep processing of agricultural specialty products, and traditional Chinese medicine industries", it will extend the industrial chains, fill industrial gaps, leverage the leading role of leading enterprises, and achieve breakthrough development in industry.

It will leverage the advantages of lithium ore resources and hydrogen energy to vigorously develop new energy industries such as lithium batteries and hydrogen energy, supporting the construction of R&D and production bases for new energy power batteries and materials. It will fully utilize the province's relatively scarce lithium ore advantages to build a lithium battery new energy industrial chain. Taking the Luxi Park in Liuzhi Economic Development Zone as the carrier, it will ensure the construction space for key projects and support the construction of the "Southwest Guizhou - Liupanshui" new energy battery and material industry cluster. We will ensure the construction space for the demonstration project of comprehensive utilization of coal, coke, and hydrogen by Guizhou Meijin Liuzhi, supporting the development and construction of the "hydrogen corridor" in Liupanshui City.

The Yanjiao Industrial Park focuses on developing modern energy, coal-electricity materials, coal-electricity chemical circular economy, new-type building materials, and specialty food processing industries centered around the power plant. The Luxi Industrial Park develops new-type energy and chemical circular economy industries such as lithium battery new energy, hydrogen energy, new-type building materials, and coal chemical industry, as well as modern logistics industries. The Mugang Industrial Park leverages its advantages in connecting with the "Guiyang Metropolitan Area" to develop industries such as specialty equipment manufacturing, new energy, new-type building materials, textiles, modern logistics, and pharmaceutical and healthcare industries.

Taking the Luxi Industrial Park in Liuzhi Economic Development Zone as the carrier, we will focus on developing industries such as hydrogen energy, lithium battery new energy, new-type energy and chemical industries, and modern logistics. We will vigorously develop the hydrogen energy industry, strengthen cooperation with universities, research institutions, large hydrogen energy enterprises, and large automobile producers, accelerate the construction of a hydrogen energy production and comprehensive application technology R&D platform, actively explore technologies and processes such as coal-to-hydrogen, coalbed methane-to-hydrogen, and natural gas-to-hydrogen, and promote the development of the hydrogen energy production industry, demonstration applications of hydrogen refueling integrated energy stations, and hydrogen energy distributed energy.

It plays an important role in planning and constructing the "hydrogen corridor" in Liupanshui. The planning and construction of the Pingshan-Xingyi Expressway (Liupanshui-Xingyi section) is an important component of the New Western Land-Sea Corridor and also serves as an important carrier for Liupanshui's planning of the "hydrogen corridor". In the future, hydrogen refueling stations will be laid out along the expressway, and hydrogen-powered vehicles will be encouraged to carry out freight business, driving the coordinated development of the hydrogen energy industry. Relying on its basic advantages in the hydrogen energy industry, Liuzhi actively integrates into Liupanshui's "hydrogen corridor" and plays a leading role in the development of the city's hydrogen energy industry.

Relying on the cooperation and development framework between Liupanshui City and Qujing City in Yunnan Province, Liuzhi actively promotes cooperation with Qujing City in areas such as the hydrogen energy industry and its applications, coal chemical industry, and logistics linkage development, achieving coordinated and linked industrial development and supporting the multi-directional opening-up pattern of Liuzhi.

We will carry out in-depth actions to cultivate and upgrade the leading industries in industrial parks, focusing on cultivating industries such as hydrogen energy, lithium batteries, new-type energy and chemical industries, and the healthcare industry chain in the near term, and promoting the clustered development of new materials, textiles, tourism equipment manufacturing, and modern agricultural industries.

It is understood that on May 20, 2025, the People's Government of Guizhou Province issued an approval regarding the "Overall Plan for Territorial and Spatial Planning of Liuzhi Special District (2021-2035)", in principle agreeing to the "Overall Plan for Territorial and Spatial Planning of Liuzhi Special District (2021-2035)" (hereinafter referred to as the "Plan").

Liupanshui Municipal People's Government, Provincial Department of Natural Resources:

We have received your request for approval of the "Overall Plan for Territorial and Spatial Planning of Liuzhi Special District (2021-2035)". After deliberation, the following approval is given:

1. In principle, we agree to the Overall Territorial Space Planning of Liuzhi Special District (2021-2035) (hereinafter referred to as the "Planning"). The Planning serves as the fundamental basis for various development, protection, and construction activities in Liuzhi Special District. Please implement it with due diligence. The implementation of the Planning should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 20th CPC National Congress and the Third Plenary Session of the 20th CPC Central Committee, thoroughly implement the spirit of General Secretary Xi Jinping's important speeches and instructions during his field trip to Guizhou, and follow the deployment of the 13th Provincial Party Congress and the Fifth, Sixth, and Seventh Plenary Sessions of the 13th Provincial Party Committee. It should fully and accurately implement the new development philosophy, adhere to a people-centered approach, coordinate development and security, promote harmonious coexistence between humans and nature, and drive Liuzhi Special District to focus on building a cluster area for new energy battery materials and coal chemical industries, as well as a tourist destination featuring diverse cultural integration.

2. Establish a solid spatial foundation for safe development. By 2035, the cultivated land ownership in Liuzhi Special District should be no less than 695,800 mu (1 mu ≈ 666.67 m²), with the protected area of permanent basic farmland being no less than 478,600 mu. The area of ecological protection red lines should be no less than 284.4 square kilometers. The area of urban development boundaries should be controlled within 55.23 square kilometers. The construction land use area per unit of GDP should decrease by no less than 40%. The total water consumption should not exceed the indicators assigned by higher authorities, with the 2025 target not exceeding 151 million m³. Clearly identify key areas for natural disaster risk prevention and control, delineate flood risk control lines, as well as green space system lines, water body protection lines, historical and cultural protection lines, and infrastructure construction control lines, and implement spatial safeguards for strategic mineral resources.

3. Systematically optimize the pattern of territorial space development and protection. Implement the strictest cultivated land protection system and the special protection system for permanent basic farmland, optimize the layout of agricultural production, and promote the high-quality development of modern mountain-specific efficient agriculture. Strictly control the safety of ecological spaces, continuously advance key projects for water conservation in the Wujiang River source area and ecological restoration of mines, and consolidate the regional ecological security pattern. Accelerate the construction of a coordinated regional and integrated urban-rural town system, steadily promote urbanization with county seats as important carriers, and drive the integrated development of industry promotion, county strengthening, and people enrichment. Build a modern infrastructure system, establish a safe, convenient, green, and low-carbon urban comprehensive transportation system, coordinate the spatial layout of infrastructure such as water conservancy, energy, environment, communication, and security, optimize the layout of disaster prevention, mitigation, and relief facilities, and enhance the resilience of territorial space security.

4. Continuously improve the quality of territorial space. Refine the functional structure and spatial layout of cities, prioritize safeguarding the spatial needs for the development of leading industries such as energy and coal chemical industries, coordinate the layout of public service facilities including education, healthcare, culture, sports, elderly care, and funeral services, improve the living circles of urban and rural communities, and promote the integration of industry and city as well as the balance between work and residence. Systematically and evenly distribute blue-green open spaces, strengthen the management, guidance, and control of spatial elements such as urban building heights, volumes, and colors, and build a people-centered city that is more livable, workable, and enjoyable. Strictly control development intensity, improve land use efficiency, coordinate the utilization of above-ground and underground spaces, and systematically implement urban renewal and comprehensive land improvement. Improve the spatial protection mechanisms for cultural and natural heritage, solidly carry out systematic protection for historical and cultural towns, red culture, and other elements, and promote their creative transformation and innovative development. Classify and systematically advance the formulation and implementation of village planning and the improvement of rural living environments, promoting comprehensive rural revitalization.

V. Strengthen the Implementation Guarantee of Planning. The "Planning" serves as the policy and general framework for the protection, development, utilization, and restoration of the territorial space in Liuzhi Special District. It must be strictly enforced, and no department or individual is allowed to modify or change it arbitrarily or in violation of regulations. The Liupanshui Municipal People's Government and the Provincial Department of Natural Resources shall guide and urge the Liuzhi Special District People's Government to improve the territorial space committee system, establish a monitoring, evaluation, and early warning mechanism for planning implementation, as well as a linkage mechanism for supervision, law enforcement, and accountability, and ensure the issuance, publicity, and implementation management of the "Planning". They shall also scientifically formulate overall plans, detailed plans, and relevant special plans for territorial space at the township level. The Provincial Department of Natural Resources shall, in conjunction with relevant parties, closely coordinate and cooperate according to their respective responsibilities, strengthen guidance, supervision, and evaluation to ensure the achievement of the goals and tasks set out in the "Planning". All relevant departments shall resolutely implement the decisions and deployments of the CPC Central Committee and the State Council on the "integration of multiple plans" reform, and shall not establish other spatial plans outside the territorial space planning system. Major matters in the implementation of the "Planning" shall be promptly reported for instructions.
